Originating MSU Salary Change EPAF
Purpose:
This EPAF is used to initiate salary increase(s) that exceed the FY2026 standard 4% MSU increase but do not surpass a 7% increase. It is intended for situations where a department has determined that an employee merits a higher adjustment within this range based on performance, retention, or other business needs, in accordance with UNM’s MSU Guidelines.
Increases greater than 7% require EVP-level approval and must follow a separate process. Do not use this EPAF for increases above 7%. Instead, departments should contact their designated HR Consultant for guidance on submitting a justification for EVP approval.
Navigate to Electronic Personnel Action Form in Self Service, then click on New EPAF.
Enter employee’s Banner ID (9-digit number) in ID field or search for employees by first and last name by clicking on the magnifying glass icon. Use the tab button to advance to Query Date field. In Query Date field enter the date of the salary update (ex. 07/01/2025).
Then select Approval Category: Staff Non Exempt MSU Salary Change, JS0069 from drop down menu and select Go.
Select current Primary Job and click Go.
Within new EPAF proceed to required fields.
Enter Job Effective Date and Personnel Date with date of salary update (ex. 07/01/2025). Then enter new regular hourly rate within Regular Rate field. Job Change Reason will default to ANSAL, do not change.
Routing Queue - Enter the username of the appropriate person for each Approval Level. There is a search option by clicking on the magnifying glass, which will open a new search window. Please select a different individual for each level of approval.

If your department requires additional approvals, then you can use the “Not Selected” field to select the appropriate approver and required action – Approve or FYI.
Click Save and Add New Rows
9. In Comment section please provide:
The percentage of increase to be given within the current MSU guidelines
A justification for salary increase in accordance with the current MSU Guidelines. Examples of criteria to determine increases above minimum may include:
The extent an employee’s education and job-related experience exceed the minimum requirements for their position.
The extent an employee’s salary level trails market (salaries below the midpoint of the grade).
Exceptional performance on goals or job responsibilities as documented in an employee’s performance evaluation.
Salary, compression, and internal equity recommendations based on HR’s Salary Placement and Equity Tool (SPET).
10. Click Save to save comments.
11. Then click Submit. Note: No documents are required for upload
